Memorandum from L. Felix Joyner, Kentucky Commissioner of Finance to James E. Luckett, Kentucky Commissioner of Revenue.

Subject: Purchase of certain land for the "Jonesville Project" in the City of Bowling Green, Kentucky, for the use and benefit of the Western Kentucky State College.

Western Kentucky State College contemplates the purchase of approximately 33 acres in Bowling Green known as the "Jonesville Urban Renewal Project." The land will be purchased from the Bowling Green Urban Renewal and Community Development Agency. That Agency has, according to our information, obtained two appraisals by private firms and presumably will buy the land on the basis of the appraisals.

The College is expected to pay $191,750.00 which, according to additional information, will not be the full cost to the Urban Renewal Agency. In order that the Department of Finance may consider the proposed purchase, it is requested that the Department of Revenue review the appraisals obtained by the Urban Renewal Agency and give us an opinion as to whether the appraised value is fair and reasonable.

Officials at Western Kentucky State College have contacted the Urban Renewal Agency and obtained permission for representatives of the Department of Revenue to examine the appraisals at its office. We are not able to obtain copies of the appraisals.
