Paper written by Turpen titled "Tim Lee Carter: The Vietnam War...", which analyses a speech U.S. Congressman Tim Lee Carter, Tompkinsville, Kentucky, gave before the House in 1967, advocating the withdrawal of United States troops from Vietnam.
