Abstract

This study dealt with the development of a model for use in planning an in-service training program for instructors at the Naval Air Technical Training Center, Lakehurst, New Jersey. The Center consists of two separate schools, the Aircrew Survival Equipmentman School and the Aviation Boatswain’s Mate School, organized under one command. Both an entry level course and an advanced course are taught simultaneously in each school, with an average student population ranging from 125 to 175 at any give time.

It was found that the support and participation of each element of the instructional organization was necessary in order to have a comprehensive program, and this could best be accomplished by appointing a planning committee composed of representatives from each school and the Curriculum and Instructional Standards staff. In-service training goals, adopted at the outset of program planning, gave focus and served as the basis for all subsequent planning. Decisions about content could be made only after an assessment of individual and organizational needs, and the Lakehurst Instructor Needs Assessment Survey was developed for this purpose. Planning also included a careful analysis of the internal and external resources available to support the in-service training program. Findings with regard to availability of funds, materials, equipment, facilities and personnel were factors which had to be analyzed. After considering a variety of methods of training delivery, it was decided that a combination of small group seminars and individualized instruction would be best suited for initial program implementation. Once the training has begun, evaluation will become the key to maintaining an effective long-range program. A dual evaluation approach was decided upon, which provided for the evaluation of process change and participant reaction, and the Participant Action Plan Approach was adapted for assessing changes in instructor performance that occur as a result of in-service training.
